Annual publication of CAP payments made – April 2010
EC legislation requires each member State to publish details of recipients of Common Agricultural Policy (CAP) payments and to update this once each year before 30 April. Defra has done this on one website which covers recipients paid by RPA, as well as those paid by paying agencies in Wales, Scotland and Northern Ireland.
The data has now been updated on the website (www.cap-payments.defra.gov.uk) to show details of the English payments we made to beneficiaries for all CAP schemes, including the Single Payment Scheme (SPS), during the year from 16 October 2008 to 15 October 2009.
- The amounts shown may be one single payment or may be the total of several payments.
- Only payments made between the above dates are included and these payments may relate to more than one scheme year.
- Payments may be shown in euros (€) or sterling (£) and there are separate columns for amounts in each currency.
- Adjustments made for a scheme year in a subsequent financial year will not be included.
- The amounts do not take account of any subsequent changes or adjustments made to payments, such as recovery of overpayments.
The total amount received by each beneficiary is split between three headings: direct aid (eg the Single Payment Scheme), market schemes and rural development measures. Details of the individual schemes that come under these three headings can be found at the bottom of the frequently asked questions.
Here are some frequently asked questions which you might find helpful:
Why are you publishing this now?
New EC legislation requires the detail of the previous year’s CAP Payments to be published annually before 30 April, starting in 2009.
Why have you published my post code?
The new regulation specified what data a Member State was required to publish and this included the first part of the post code
How is the figure published made up?
The figure is net of any penalties and excludes any monies recovered due to overpayments.
Why am I listed with more than one entry?
This has arisen where customers have several billing addresses covering the country and the schemes they operate.
What schemes are included in the payments published?
The details published are for payments made by RPA and the Forestry Commission for schemes administered by RPA, Natural England, the Forestry Commission and England’s Regional Development Agencies. The schemes administered by these bodies are listed at the end of these questions.
The amount it says I have been paid is much more/less than my SPS payment, why is that?
The details published are for payments made only between certain dates and for all CAP schemes. The total figure may include payments for more than one scheme year. They also take no account of any adjustments or changes subsequently made, such as any overpayments.
I was paid in £ sterling, why is the figure given in Euros?
RPA report scheme payments to the European Commission in Euros.
Who do I contact if I think the figures published are wrong?
We will try and clarify for you how the figure has been reached if you have been paid for more than one scheme in that time. Contact us on 0845 603 7777. We will also advise you which administering body you should contact for details of individual scheme payments.
How do I get my information removed from the site?
EC legislation requires that this information stays on the website for two financial years from the date of publication we cannot remove it until after that time.
