The Hill Farm Allowance (HFA) is designed to ensure that agriculture continues to make its irreplaceable contribution to rural society and the managed environment of the English uplands by compensating hill farmers for the difficulties of farming in less favoured areas. It replaced the HLCA scheme, where payments were headage based.
