RPA has announced the new flat rate values for the three English regions under the 2009 Single Payment Scheme:
- €190.47 for non-SDA (Severely Disadvantaged Areas)
- €156.09 for upland SDA, other than moorland
- €27.37 for upland SDA moorland
The conversion rate we will apply is €1 = £0.90930 (based on the value of the Euro as at 30 September 2009).
RPA plans to start sending out 2009 Entitlements Statements in November 2009. These statements will confirm the number and value of each farmer’s 2009 SPS entitlements. We will send guidance notes with the statements to explain how we have calculated the value of the entitlements.
Farmers and growers of permanent fruit and vegetables, nursery crops or vines who successfully applied for new entitlements may not receive their Entitlement Statements until early 2010. This includes farmers who already hold entitlements and have applied for additional new entitlements.
We use the revalued figures to calculate each individual Single Payment Scheme 2009 payment due. We will start to make full SPS payments as soon as possible (after the payment window opens on 1 December) to farmers whose claim has been validated.
The entitlement values are established before claims are finalised and before we deduct European and National modulation or apply any penalties. The SPS payment we make will, therefore, be lower than the values shown on the Entitlements Statement.
Farmers and growers should check their Entitlements Statement when they receive it. If they believe the information within the statement is incorrect they should notify us in writing.
Notes:
1. Sugar funding is included in the entitlement value shown on the statement and, where activated, will be included within the SPS payment.
2. The value of entitlements established in 2005 changes each year until 2012, when the 100% flat rate payment per hectare will be achieved. The flat rate figure has increased from 45% to 60% for 2009, while the historic element has reduced from 55% to 40%.
This revised historic element is achieved by applying a reduction factor to the 2008 element, as shown:
