Appeals Panel Publication Scheme - Introduction to the Appeals Process


The IACS Appeal Procedure in England was introduced by Department for Environment, Food and Rural Affairs (Defra) in 2002 as an independent appeal mechanism for farmers unhappy with any decision taken by the Rural Payments Agency (RPA) in relation to their claims for IACS subsidies.

The Common Agricultural Policy Non-IACS Support Schemes Appeal Procedure was introduced in 2004 as an independent appeal mechanism for farmers unhappy with any decision taken by RPA in respect of scheme administered by RPA on a UK basis.

The Single Payment Scheme Appeal Procedure in England was introduced in 2005 as an independent appeal mechanism for farmers unhappy with any decision taken by RPA under the Single Payment Scheme.

Stage 1

A review by the RPA’s Customer Relations Unit (CRU) involving officials who were not involved in the original decision.

Stage 2

A further review by an independent Appeals Panel if the farmer is not satisfied with the outcome of the first stage review.
